My vote is with Modti's Depravation, as far as green staves go anyway. I find Necros really benefit from the double HCT mods.
A 40/40 wand/focus set would probably be better for general use though.

the best curse staff is a 1 hand weapon with 20/20 paired with a focus that gives 20/20...just hold them close together and pretend it's a long staff :P

As mentioned above, the 40/40 set is the most effective way to go overall.

Adept with "Aptitude not Attitude" inscription - 20/20/20 lets you fire off more spells faster for greater overall effect.
The wrapping is up to you - +30 health or +5 defense for extra survivability are my favoured ones.
Of course, wand/artifact is even better as said - dual 20/20 sets allow even mire spells cast.

Yup, I have Modti's Depravation for double HCT. It helps cos all the good stuff are 2 second casts.

I use a Wailing Wand-Halves skill recharge of curses spells-chance 20% energy +5 and a Bone Idol-energy +12, energy +15, energy regen -1, health +20--My energy is 58. My 15 in Soul Reaping easily offsets the -1 energy degen.

40/40 set is probably the most ideal for a curses necro unless you have party enchants like a blood rit or taint. then I'd run a 40/40 set on one slot, and a 40fc/20rc/20ench staff on the other slot.

You never want to be sitting in a -1 energy degen set for regular play no matter what. It's just asking to gimp yourself. Go with a 40/40 set for most ease.

Yep. That's fav. to use. I got Stonereaper too, but I always wind up going back to Modti's.
